The Crime Free Multi-Housing Program is a, state-of-the-art, crime prevention program designed to reduce crime, drugs, and gangs on apartment properties. This program was successfully developed at the Mesa Arizona Police Department in 1992. The International Crime Free Multi-Housing Program has spread to nearly 2,000 cities in 48 U.S. States, 5 Canadian Provinces, England, Nigeria, and Puerto Rico, to name a few.

The program consists of three phases that must be completed under the supervision of the local police department. Property managers can become individually certified after completing training in each phase and the property becomes certified upon successful completion of all three phases.

The anticipated benefits are reduced police calls for service, a more stable resident base, and reduced exposure to civil liability.

The program begins with the training of a law enforcement agency coordinators who will administer the program in their jurisdiction. Each Crime Free Multi-Housing Coordinator receives 24-hours of intensive training and becomes certified as an instructor of the program. The Crime Free Program Coordinators return to their cities and begin the provide training and certify apartment properties in their community. Fully certified properties have reported reductions in police calls for service up to 70% over previous years. The heart and soul of the program is in the correct implementation and use of the Crime Free Lease Addendum.

In consideration of the execution or renewal of a lease of the dwelling unit identified in the lease, Owner and Resident agree as follows:

Resident, any members of the resident's household or a guest or other persons affiliated with the resident:

Shall not engage in criminal activity, including drug-related criminal activity, on or near the said premises. "Drug related criminal activity" means the illegal manufacture, sale, distribution, use, or possession with intent to manufacture, sell, distribute, or use an illegal or controlled substance (as defined in Section 102 of the Controlled Substance Act [21 U.S.C.802])...

VIOLATION OF THE ABOVE PROVISIONS SHALL BE A MATERIAL AND IRREPARABLE VIOLATION OF THE LEASE AND GOOD CAUSE FOR IMMEDIATE TERMINATION OF TENANCY. A single violation of any of the provisions of this added addendum shall be deemed a serious violation, and a material and irreparable non- compliance. It is understood that a single violation shall be good cause for immediate termination of the lease under A.R.S. 33-1377, as provided in A.R.S. 33-1368. Unless otherwise provided by law, proof of violation shall not require a criminal conviction, but shall be by a preponderance of the evidence

Mercifully, San Jose junked a proposal by our lone repuke councilmember to implement this crap.

dealers out of HUD housing? And wasn't it started by the Clinton administration?

Indeed HUD launched in 1989 its Drug Elimination Program (DEP Created under the Anti-Drug Abuse Act of 1988, DEP give s grants to housing authorities to establish residential patrols and tenant drug education programs, among other activities. In addition, Kemp has ordered PHAs to terminate the leases of known drug dealers, has created a ten-point anti-drug plan for public housing, and has established the Office for Drug-Free Neighborhoods.


This may well be a copycat. It started in Mesa, AZ in 1992.
