Morris County Prosecutor Fredric M. Knapp, who attended Santana's presentation, said his office has dealt with members of the Sovereign Citizens movement people who hold extreme anti-government attitudes including beliefs that laws don't apply to them. Several defendants who have appeared in Superior Court, Morristown, have told judges they are sovereign citizens and speak in the third person while explaining why they don't recognize the authority of the court.
