The recent case of a homeless man racking up massive fines has exposed the widespread police practice of fining homeless people for being homeless.
Émilie Guimond-Bélanger, a social worker at the Droits Devant legal clinic in Montreal spoke to the media about a case that she worked on where a homeless man racked up over $110,000 in tickets.
It was shocking. Weve never seen someone with so many tickets, Émilie told CBC.
The man had over 500 tickets, which amounted to over $110,000 in fines. The fines were mostly for things that homeless people cant control, such as sleeping in the subway or asking people for money.
He had received around 500 of them [tickets]. I could see that most of the time he would receive many in the same week, sometimes by the same officers as well, she said.
Its very common, to a point where I would say its a systematic experience for homeless people, she added.
On a daily basis, Émilie deals with at least two cases where people owe at least $10,000 for the crime of being homeless.

(3,569 posts)Have this problem. I am one of them. Traffic tickets, all given because I was sleeping in my car. I'm in about 2k right now. Next they impound my car and I am on the streets.

(3,595 posts)awards for exceeding his quota. He probably has an agreement to share the proceeds with the homeless guy. They probably meet every morning at Tim Horton's where the cop shares half a donut with the guy and then they both agree to meet later in the day for the cop to issue his tickets.
Both are gaming the system.

(6,409 posts)They have a different approach. They set up shelters, then try to force the homeless into shelters to keep them from camping and panhandling. Many homeless people refuse to comply, so the cops give them citations, hoping to coerce them into complying.
We push and push for more homeless shelters, but the homeless would rather be homeless than go to a homeless shelter?
Reminds me some years back in Washington DC. They built a homeless shelter in Anacostia (SE DC) so that the homeless wouldn't freeze to death in the winter. The homeless advocates pitched a fit, because they said that the shelter was too far removed from the good panhandling on Capitol Hill and that it was the duty of the DC government to build another homeless shelter close to Capitol Hill.

(2,382 posts)...can only be measured in astronomical terms. And no matter the country, we let this kind of filth govern us?!!? This is something I'd expect of a Republican-controlled state, but I thought Canada was better than this. Apparently that is not the case.
