Homeless Man Owes Government Over $110,000 In Fines For Being Homeless

The recent case of a homeless man racking up massive fines has exposed the widespread police practice of fining homeless people for being homeless.
Émilie Guimond-Bélanger, a social worker at the Droits Devant legal clinic in Montreal spoke to the media about a case that she worked on where a homeless man racked up over $110,000 in tickets.

“It was shocking. We’ve never seen someone with so many tickets,” Émilie told CBC.

The man had over 500 tickets, which amounted to over $110,000 in fines. The fines were mostly for things that homeless people can’t control, such as sleeping in the subway or asking people for money.

“He had received around 500 of them [tickets]. I could see that most of the time he would receive many in the same week, sometimes by the same officers as well,” she said.

“It’s very common, to a point where I would say it’s a systematic experience for homeless people,” she added.

On a daily basis, Émilie deals with at least two cases where people owe at least $10,000 for the crime of being homeless.

Have this problem. I am one of them. Traffic tickets, all given because I was sleeping in my car. I'm in about 2k right now. Next they impound my car and I am on the streets.

here and no repercussions when that brand new, "state of the art" privately jail had several escapes including one where raping house invaders took leave.

This is the new plantation system.

So, they end up in the prison industrial complex where huge corporation pay inmates 11 cents an hour in sweat shops. So, how is a homeless man or woman going to pay back these fines?

awards for exceeding his quota. He probably has an agreement to share the proceeds with the homeless guy. They probably meet every morning at Tim Horton's where the cop shares half a donut with the guy and then they both agree to meet later in the day for the cop to issue his tickets.

Both are gaming the system.

Isn't student loans exempt from bankruptcy? You can escape almost every other debt except that one.

in southern california i forget where . for the juristicion , these were overturened by the supreme court. dont ask me for links please. injustice as many are homeless not of their choice . thank the banks , in california ronald raygun and his cronies, along with homeless vets and felons . it is illeagel in the city of sonora california to be homeless.

They have a different approach. They set up shelters, then try to force the homeless into shelters to keep them from camping and panhandling. Many homeless people refuse to comply, so the cops give them citations, hoping to coerce them into complying.

We push and push for more homeless shelters, but the homeless would rather be homeless than go to a homeless shelter?

Reminds me some years back in Washington DC. They built a homeless shelter in Anacostia (SE DC) so that the homeless wouldn't freeze to death in the winter. The homeless advocates pitched a fit, because they said that the shelter was too far removed from the good panhandling on Capitol Hill and that it was the duty of the DC government to build another homeless shelter close to Capitol Hill.

...can only be measured in astronomical terms. And no matter the country, we let this kind of filth govern us?!!? This is something I'd expect of a Republican-controlled state, but I thought Canada was better than this. Apparently that is not the case.
