Flag ranks (the various grades of General and Admiral) are capped by statute. The limits for Generals are 231 for the Army, 61 for the Marine Corps, and 198 for the Air Force. The Navy is restricted to a max of 160 Admirals.
While the services do not max out the allotments, it would only take 30% of the available pool of 650 to reach 200. This is only considering active officers; retired would likely double the number.
