NYC was on lockdown. You could get OUT (taking many, many hours), but you could not get IN except for First Responders. The skies and roads were shut down getting into NYC because nobody knew if they were more planes coming in.

George Patakai, Republican Governor. was not in NYC on 9/11 either because it was not safe for him to be there. Pure chance for you, Rudy, already living there and Mayor. Nothing heroic about chance.
