People who want your products or services. Then the businesses can hire.

Give them tax cuts, they just pocket it.

Labor expenses are deductible and lower tax rates reduce the value of these deductions.

This means that investment and expansion are riskier with lower tax rates, so businesses are less likely to hire when rates are low.
