Two words.
Confirmation Hearing.
I can't think of a worse job than Attorney General to be subjected to a late election-year confirmation hearing.
Not only would the pugs flog every hot-button issue pet peeve (porn, immigration, drugs, etc.), they would not confirm anyone who didn't promise to drop voting-rights enforcement.
Yes, the pugs are good at over-playing their hand, but I would just as soon not have that particular circus come to town this fall.

On Edit: The OP does not suggest that Holder would or should resign otherwise. Just noting a wrinkle.

There is certainly some requirement that a nominee be put forward for any vacant job that requires senate confirmation, but I do not know the particulars.

The administration sees right through Issa and the political circus. Holder will hang in there no matter how nasty they get.

When people constantly show paranoia about being "cheated" - it is a reflection of their own behavior.
And - last but not least. They know Holder will go to the mattresses if they cheat this November.
