Every year, including this year when he sent a letter to him for 4th of July. It's in no way unsual, despite the Trump team's positioning.

I assume you are referring to his letter sent to Trump. And if so, he sent it a while back, just now released - again for positioning by team trump. If not, sorry for the mixup.
