Hollande's plans for France per Le Monde

Hollande will present his proposals around July 4. Included will be a plan to bring the country's fiscal household into balance.

In addition to reducing by 30% the salaries of the president of the Republic and the prime minister, Hollande plans to raise taxes -- but not on the middle class.

M. Hollande entend faire appel en priorité au "patriotisme" de "ceux qui ont reçu le plus comme cadeaux fiscaux, sans qu'il y ait une volonté de punir qui que ce soit, parce que nous avons besoin de tous".

Hollande intends, first, to call on the patriotism of "those who have received the most fiscal gifts, without wanting to punish anyone, because (he says) we need everyone."

There are lots of details about Hollande's plans to implement his proposals. I won't bore everyone with a word-for-word translation since a lot of it would require more understanding of the the French situation at this time than I have. But if you are interested, the article is quite good.

You can probably get an English translation on Google.
