Let's not forget one thing; as of right now, the five "permanent" members of United Nations Security Council happened to be: Russia, China, England, France and of course at the US. If US is able to withdraw from the UN, the vacuum is not going to remain, especially because the Russians and the Chinese both have made plans to fill that vacuum. As is, as Syria showed, the UN is very much nothing but a rubberstamp that is fought over by the Eagle and the Bear. If you are someone being oppressed and you are not either a client of the Eagle or the bear, you get ignored, just ask people will will tell you, especially in Rwanda or Syria.
Now, this serves to make the UN even weaker. After all Russia does go ahead and give a lot of lip service to the UN, and still has the heart of many of those people who still think the Russians are those dashing, idealistic people from the old USSR. If all that is needed to be done is for Trump and Vladimir Rasputin to meet and decide things beforehand, the UN will even offer less resistance. At this point the only nation that can credibly offer any sort of resistance is China, and frankly they have a reason to just sit back and watch as the Eagle in the bear stumble into making themselves and the relevant mass that is hated by most of the world. As bad as a TBP was, and oh yes it definitely was, the way it was abandoned will go ahead and give Beijing a one up to unify Asia under their banner, which means the vast majority of the worlds population and wealth just has to set back I want your, North America, and Russia self-destruct.

What that means in practical terms is that even the people who generally have a reason to distrust terrorism and extremism will feel there is nowhere else to go. Let's be impolite: we even see that here in America where you see some people poor outright radical, and I do not mean Bernie or even Cornell West radical, actively tried to encourage violence.
