Usually, the voter registration form has your 'prior county and state' and it's up to the
County Clerk (or the one in charge of Elections) to notify the prior county.

Many people do not 'un-register'.

It's only voter fraud if one votes twice in the same election.

If you move from state to state you can un-register from your old state. Most people don't know that or don't do that.
