I'd been seeing tweets from both Russian and American journalists wondering why it wasn't out yet.
And the Kremlin version is out before Trump's.

And since I don't read or speak Russian, here's what Google Translate made of that.
Note it mentions a US/Russian partnership to deal with the Ukraine.
And the importance of restoring "mutually beneficial" trade and economic ties, which sounds like a reference to lifting sanctions.
