Bannon's coming in knowing the Republicans have made the judiciary as inefficient as possible with their obstruction for the sake of obstruction and he also probably sees that Republicans won't really attack a fellow Republican in the White House.

He quite literally already has a dictatorship by protocol... in other words, there may be Republicans who find Trump and Bannon disgusting and abhorrent, but they are too 'politically correct', as they say, to say or do anything about it.
