Will universities have to refund registered fee paying students who have been banned

from the US?

What about airfares?
What about people working with US companies - with contracts.
How do you change laws overnight with such devastating consequences?
This is going to be a legal mess

And it is not too late to get a refund, they would be entitled to a refund on the same terms as anyone else withdrawing after the semester starts.

As to airfares, I doubt the US can stick them for return airfares if they were sent back - but I'll bet you they have to shell out again for another ticket to get back

Performance under a contract can be excused if impossible to perform (or if the subject matter become illegal).

But yes. It is going to be a mess.

But only for about 100 people.

Even without the ban, there are people who pay various fees to enroll in US schools and then are not successful in obtaining a student visa.

Whether anyone gets a refund depends on the refund policy of the school involved. But that's hardly unique to visa or immigration issues. For example, if you enroll in a school and don't show up because you developed a medical problem or whatever, then it's up to the school. They are providing a registration service. Getting yourself to the school is not their problem.

Passed all exams to date - not just registration fees.
