That's the one recently revived by Congress, that allows them to reduce an individual employee's or department's compensation to $1.

More than anything else, I think that frustration is what's going to push a few Republicans over the line: not getting the answers they need from the State Department. This was yet another authoritarian move, but one that affects them day to day.

In fact, the SecyofState has to respond directly to the dissent and retribution is forbidden.
