I was watching a hearing with the Inspector Generals for a while and they are

investigating the Russian hacking into the election. They said they didn't have subpoena power and could use it. I understood they are going to get it.

edited to add:
What it was in reference to was the FBI people who are out of office and ostensibly talked to Guiliani. If they didn't want to answer questions there was nothing to make them talk to the IG's
Looks like they may get teeth.
