"Scramble" as in "disorganized".
"Wiener" as the sausage, a metaphor for a weak person.
"Gongs" as in the Gong Show: the gong is the sign that it's over.

"A scramble wiener gongs" - Reince Priebus will retire from his White House position because he just can't take it anymore working in such a chaotic environment where you can't trust anybody and anything.
