Do local jurisdictions have any legal obligation to protect the president?

Obviously they have an obligation to protect everyone, but isn't the president a special case? Isn't it the role of the feds to protect him, and not the states or cities? Does NYC have a legal obligation to protect that shitty building on the Bonwit Teller site? Does Palm Beach have to spend money they likely don't have to protect his property there?

I'm not saying the president should be made vulnerable. While I may hold the present president in exceedingly low regard, this question is larger than that.

Did Crawford TX foot the bill to watch over the Pig Farm?

From what I'm reading, NYC and Palm Beach are both out of pocket more than a few bucks.
