Congress has not passed a declaration of war on Russia and Congress has not passed a bill declaring. Russia an "enemy"

I think it's vital that the narrative of Trump's imminent legal woes reads like a "Trump's Crimes for Dummies" book. This can't be allowed to be dismissed as mere partisanship. The onerousness of the offenses needs to be crystal clear.
