(10,252 posts)If you are unmarried and at least 65 years of age, then you must file an income tax return if your gross income is $11,850 or more. However, if you live on Social Security benefits, you don't include this in gross income. If this is the only income you receive, then your gross income equals zero, and you don't have to file a federal income tax return. So that means no coupons for me. I would be screwed.

(10,602 posts)My sense is that seniors would pay the full premium for their insurance then get a voucher for the expense later. It may not be the voucher first. Or it would be like coupon you turn into the insurance company that would reduce your yearly premium. My bet is the premium would cover less than 1/3 of the premium. Then there would still be copay. You would just be like the general population in the private market with big deductibles and those deductibles would be higher with age.
