at the Missouri dept of insurance pool. They were completely looking forward to ACHA. Let those states that don't want to be on board be fools. Fools they will be.

Yes, the Feds can (and will) set up Exchanges to be activated in states that don't participate, but they will be made up of private (for profit and not-for-profit) insurers. The ones participating will be the ones licensed to do business in the state as insurance is state regulated, not federal (like investments).

Some states like Vermont are actually looking at creating a single payer plan, but at this time, there are no plans to have a federal one.
