Whole world knew in advance so Trump would get better T-V ratings.

The idea wasn't to inflict military damage, it was to make political advantage,
to overshadow the #TrumpRussia story and slow Trump's trending to 30% polls.

If you want to inflict military damage. you don't advertise and build an audience!
