Trump is so stupid he hasn't any idea what his role is, or even understand that it's his job to develop policies for his Cabinet Secs to enforce. By leaving these major decisions up to the whims of his minions, Trump is not just abdicating his responsibilities as president, but he thinks it gives him an excuse to blame them when it all goes wrong.

She does not report to the Secretary of State, but rather directly to the President.

This was a controversial decision when it was made (I believe under GHWB, who, for all his flaws, at least understood foreign policy). But in practice it's led to a greater inclusion of the White House in Grand Strategy decisions.

I don't think it was ever even contemplated that the US UN Ambassador would pursue a program that was literally contradictory to the Secretary of State's. That just never occurred to the people writing these regs.
