Did Trump order General Kelly to give his statement about "back channels"?

There was hope that some of these generals appointed and nominated by Donald Trump would show independent thought and opinions when confronted with difficult decisions. General Kelly seems to not be one of those?

Basically, he said that he had no problem with Trump or Kushner talking to Russia thru secret "back channels" and that the government would eventually get the circumstances of the communications? All this before they are sworn into office, acting in the transition period time. They did not trust anyone in government. They were all part of the "deep state".

Yet, Kelly came out to say that it was no big deal, as if he knew what Trump and Kushner were talking to the Russians about? When, in fact, he knew nothing. He simply weaseled out and followed the orders of his President. He failed in his job at Homeland Security to protect us from enemies foreign and domestic.

Having worked as a civilian for the military, it was interesting to observe them chase a career. In the military, it's "up or out" meaning if you don't get the fitness report necessary to advance, you have to leave the service. I saw many terrific young officers, who would have made great flag officers, opt to leave when their commitment was up rather than play the game to get promoted and/or who saw the bozos for whom they'd be working. Think of the military promotion system as a stock car race. It's not always the best driver who wins, sometimes it's the guy who just sticks in the race and watches the better cars/drivers exit for whatever reasons and then finds himself all alone at the end.

Of the two main generals in the Trump WH, I'd put Kelley at the dumb but persistent end and Mattis at the opposite one.

There are two possibilities -- the same two as with McMaster -- is he really that much of a puppy? Or is he "under cover" and reporting to the military intelligence?
