Trump IS under FBI investigation - as is everyone who was involved in the Trump campaign...
Obviously, an investigation of any political campaign would include the candidate themselves.
Do you not believe that Hillary Clinton would be considered part of the Clinton Campaign?
Comey, pressured by Benedict Donald, was able to assure the orange menace that he wasn't being investigated as an individual (which, technically, he wasn't). This was perhaps the argument Comey was having with his FBI colleague(s).

Was announcing at the House Intelligence hearing that the Trump campaign was under an FBI investigation for possible coordination with Russia... (not the transition team - the investigation had begun last July)
