Didn't catch his name, but this NSA guy said that:
1. As Comey's notes were taken as part of his job as director, and
2. as they were intended to be shared with FBI employees,
that the notes were no longer his personal notes, but, rather, FBI property.
That said, he said there was no criminal "leak" of the notes by Comey. The only thing that may be asserted was that he did not follow the usual protocol of seeking clearance from the necessary government agency to publish the notes before revealing their content.

Is the NSA guy claiming that the FBI is like J. Peterman on Seinfeld, who buys Kramer's stories, and then forbids Kramer from ever telling them again from memory?
