Could Congress do this?

Could they declare a firewall around Mueller in that he would no longer be answerable to the DOJ?
That he cannot be fired.

The last one expired and now the only Special Counsel is under the DOJ and ultimately the Executive Branch.

It would require a veto-proof majority in both the House and the Senate. You might argue that if they have the stones to do that, why not just impeach and convict and be done with it?
