Why are repug office voicemails always FULL?

Isn't there technology that allows for more storage in Voicemail?

Don't they have budgeting for staff to be there to answer calls throughout the day??

Just a few weeks ago none of the mailboxes were full when I placed a round of calls (I am resisting). Last week when I did the same with the ACA Repeal about half were either busy , you had to leave a message or their mailbox was full. I took that as a good sign.
