It includes suburbs of Atlanta, which are generally much more conservative.

In Fulton, but the Metropolitan area also includes DeKalb, Cobb, Clayton, Henry, Gwinett, etc. And a portion of Fulton stretches north like a gerrymandered district, but that is an area Fulton absorbed ages ago.
