Serious question: Can House simply adopt Senate Bill if it passes?

Heard this discussed on TV as "likely" as it would avoid the reconciliation mess entirely. i.e., the Senate version would be quickly put before 45 for signature and we'd have it as law before July 4th. BUT--------

It is also a fact that this legislation is primarily a TAX bill and tax bills, per the Constitution, MUST originate in the House.

SO---is this worth aguing about?

The Constitution doesn't count anymore.
So glad all those Teabaggers and Trumpophiles loved it so much while it lasted.

Technically, according to Ryan's presser Friday, this bill did originate in the House. It then when to the Senate where they made changes - to the point of positioning it as writing their own bill. So, at least in Ryan's interpretation, this isn't an issue.

As to accepting the bill as is from the senate - that's the prerogative of the House.

I think two things have to happen for this to get to Trump before 7/4.

1) House R caucus must accept the Senate bill "as is" with no changes.
2) Senate parliamentarian must agree that the bill passes the Byrd rule for reconciliation.

If #1 fails, all bets are off for an early passage.
If #2 fails, it's going to get interesting because Turtle won't be able to get 60 on this one. And while Pence can technically overrule the parliamentarian, it hasn't been done sine 1974 and rumor is that a lot of moderate Rs would not be on board with that.

All this, of course, assumes that Turtle can get 50 on this first round and, if not, I think the whole thing goes in the dumpster until post 2018, if even then.
