low balling about the number of people who will lose insurance. They underestimate the cruelty of republican governors in a block grant medicaid system. So I believe the true number of people who lose insurance if repukes get their way is more like 35 to 40 million.

For exactly the reason you highlighted. The governors would seize every opportunity to slash and manipulate other methods that aren't obvious at first glance. I'm sure everything is written to allow further cuts and rejection at the state level.

I don't think they are figuring in the thousands of employers who will either drop or significantly reduce benefits when the big premium increases are announced.

I would bet the number of people will be 40 million or so.

A lot of employed people will drop coverage on their children and go out of pocket on them. People will cut where there is less risk.

What will come out of this for the employed will be a system where the company only provides catastrophic coverage. It will be your responsibility to buy a gap policy.
