all members of the administration and the congress and the supreme court are required to have their medical plan be the new healthcare plan. This includes staff.....and no one can opt out into a plan from their spouses employer in the private sector

Doesn't Congress have the ACA? Maybe it isn't actually required though.

that members of congress were included into the bill. I do not know why it was separate.

As part of the "art" of the deal, the Prez can sign the main bill and veto the annoying one. It gives vulnerable Repub representatives some cover.
