Those followers who are aware excuse it, and snicker at his "smart business practices."
He's a bullshitter, and makes pledges he imagines himself maybe one day keeping, if everything goes his way. He's not a planner, though, and the real world never makes keeping those pledges easy. Breaking promises is practically a campaign promise in itself, come to think of it, and may be the one he'll always keep.
