Does Sarah Huckabee work for Donald Trump or does she work for the American people?

I'm sure she believes she works for Donald Trump. The same goes for Sean Spicey and all the other sycophants in the White House.

But, they are not paid from the pocket of Donald Trump. They are paid by the American taxpayers. They work for us.

Perhaps they need to be reminded of that from time to time?

But, they all pledged a loyalty oath to them. Or else they wouldn't have the job.

Plus, we all know from Comey's testimony that Trump asks people under him for loyalty oath. So, ya.

They don't care. Trump thinks he's the king, and for some strange reason they are all accommodating him.

The "Special Counsel" law makes Mueller an employee of the DOJ. He is not an "independent counsel" like Ken Starr. Mueller answers to Rosenstein, and both of them can be fired by the President. Now politically, it would be a dumb thing to do and it could even constitute obstruction of justice, but there is no legal impediment to the President firing Mueller. He serves at the pleasure of the President.
