WASHINGTONThe Republican-controlled Congress is struggling to overcome intraparty fissures that have been expanding since the rise of the Tea Party in 2010, threatening to derail their legislative ambitions this year.
On Tuesday, Senate GOP leaders opted to delay a vote on their bill that would dismantle and replace much of former President Barack Obamas Affordable Care Act in the face of resistance among Senate Republicans over the bills policy planks.

Womack also has ignored the fact that governing means accepting accountability. Much easier to flap you lips about 'evil' Obamacare. Truth is, President Obama spent a huge amount of his personal leverage and capital by pushing the ACA to final passage. And he received all the accompanying slings and arrows for the effort.
Republicans are too worried in the CYA department to get anything done because their various ideologies call for absolute purity. McConnell is an exception because it's all about winning for the man. Healthcare is not an important issue for him, just getting the job done to move on to the next big thing: tax reform. Because without tax reform, Republican donors have said: no reform, no money.
Governing is on the back burner to that scorching threat.
