Who's the most powerful woman in Washington at the moment? No, it's not Feinstein or Warren, or even Ivanka Trump.

It's Elizabeth MacDonough, the Senate Parliamentarian.

The Senate Parliamentarian is the Senate's resident lawyer who advises the Senate presiding officer as to whether what they're trying to do breaks Senate rules or not. One of the most important rules to interpret is whether elements of budget reconciliation break the Byrd rule or not.

SHE JUST RULED THAT PRACTICALLY NOTHING MCCONNELL WANTS TO DO REGARDING REPEALING AND REPLACING OBAMACARE CAN BE DONE THROUGH BUDGET RECONCILIATION.
