the general doesn't have a brain in his head...his reputation will be ruined as he tries to control the orange nutcase and he has no experience in budgetary matters, health care, legislative procedure, etc., etc., etc.

So he would have some experience in legislative procedure.

Lieutenant Colonel Kelly returned to the East Coast in 1994, to attend the National War College in Washington, DC. He graduated in 1995, and was selected to serve as the Commandant's Liaison Officer to the U.S. House of Representatives, Capitol Hill, where he was promoted to the rank of Colonel. {to 1999}

He then returned to Headquarters Marine Corps as the Legislative Assistant to the Commandant from 2004 to 2007.
