Although I can appreciate where he used it:

In other words, he was implicitly accusing Bannon of just that.

Still, the high and the low in society are often at the same place. One is sure of its place, and thinks it can lose nothing--so it ignores norms. The other assumes they'll never move out of last place, and has nothing to lose, so it, too, ignores norms.
