I wont use the term "The Mooch" to describe him

It gives the impression, that he is somehow lovable and a cool guy,
that you can pal around with, where in fact the opposite is true.

To mooch off someone is to use them. I think it fully describes anyone in the administration. The Mooch? Moocher Extraordinaire? User? Grifter? Flim flam man? They all mean the same.
