What he said was discussed by all parties that were affected, ie statements about trade were vetted by the commerce department, military statements were vetted by the department of defense and state department.
Now we have a president who thinks he is King of the US. He speaks without consulting with anyone else in the government, therefore he does not speak for the government. Our allies probably know to ignore whatever Trump says. I hope that our enemies ignore him also.
