TV, movies, fine wines, and provide safe passage out for those who want to leave. It would be far cheaper and easier than using our planes, battleships and Intel. And probably faster. Let's corrupt them so they willingly cough up the little twerp, themselves. Just drop it all in via air.

Seriously, though, people point out that the population of NK experiences borderline starvation and almost no infrastructure services- like electricity- particularly outside of Pyongyang.
The problem with aid; like food, for instance- is the same problem that crops up with any sort of totalitarian regime/warlords/etc. The aid is hoarded by those in power and just used to further cement their control over the people. The folks most in need don't receive it.

We've paid them off for years. It's done no good. You can't drop an 'internet' and nothing will help the NK people with Kim in charge.
