The only problem is that US presidents, who are not supposed to be tin-pot dictators who wave their dicks at the world to show their own citizens what badasses they are, have never talked like that before. US presidents were taken at their word and other world leaders believed them. But when the US president talks like a tin-pot dictator, what is the rest of the world to believe? Do they get that he's really just a bratty kid playing army, or should they believe him?

The Mueller investigation is a very different situation. Bluster isn't going to make it go away, and if Mueller is fired the blowback will be overwhelming. SCROTUS doesn't understand why throwing trash talk at NK is stupid because doesn't understand anything about foreign policy, let alone how to deal with a goofball with nukes.
