IMO, what we should do but will probably not. The census measures people in each state.

The census then used this information to give each state it's number of Congress district as equally as possible in number and how many electoral college seats plus 2.

Important: The state then will be responsible to design the shape of the districts.

How for my new idea: since each state counts citizens and visitors in the census, why not let each state allow non citizens to vote for state and local offices.

And citizens can only vote for federal offices.

should be allowed to vote in local elections like county board of supervisors, city council and mayoral races.
They pay taxes like us, even social security, everything i cluding local taxes. They should have a say in choosing their local leaders.
I think its actually being considered in several places. I dont remember where i read it.
