You see, a solution has to SOLVE EVERY SINGLE INCIDENCE of the problem before it can be put into place. Measures that merely relieve are simply not worth the time/money/effort.

We learned that lesson with requiring seat belts in automobiles. They don't save everyone in a car crash, do they? Hundreds of people still get killed in car wrecks. We might as well just rip the damn things out and save the dough.

We can do things to reduce the number of deadly weapons getting into the hands of lunatics without requiring that we solve the problem entirely.

I had to take a blood test to get MARRIED, for crying out loud.

And all the public education and programs such as designated driver and free taxis on New Year's Eve haven't made a difference.

(I admit, it can be difficult to think rationally when we have our head shoved too far up our biases...)

And since laws govern people, yes they all regulate behavior of people.

Preventing someone from open carry in a school is addressing behavior.

Requiring someone to safely store their weapon is addressing behavior.

Monitoring purchases of dangerous substances or ammunition is monitoring behavior.
