It allows businesses to make their own insurance as an alternative to Obama care, without having t abide by any of it's main safety regulations, like NOT denying pre existing conditions.
This is aimed at small businesses, which are also the ones more likely to deny people employment, citing either poverty, or religious background. This also allows them an excuse to fire people if medical info gets out (joe is a diabetic) and will encourage hacking of records and snitching (double that if someone is not liked by a church crowd)
I thought the GOP hated executive orders.

Sen. Rand Paul (R-Ky.) has been pushing for the order, arguing it is something Trump can do without Congress to give people an alternative to ObamaCare."This is something I've been advocating for six months," Paul said on MSNBC in late September.
"I think it's bigger than Graham-Cassidy, it's bigger than any reform we've even talked about to date, but hasn't gotten enough attention," Paul added, referring to the failed Republican repeal and replacement bill.
Ok, if that does not set off Alarms, what will.
Paul said allowing more people to band together to purchase health insurance gives them more leverage to lower premiums than when people are buying coverage on their own.
HA! I got a bridge in Brooklyn to sell you. This will allow insurance companies to deal with small biz bumpkins easily, the way they buy off House members.
The National Federation of Independent Businesses (NFIB), which has long opposed ObamaCare, supports expanding Association Health Plans and has been advocating for action.
The same people that defend a baker that does nto want to do business with gays.
"Allowing people more affordable arrangements is not a bad thing," said Kevin Kuhlman, director of government relations at the NFIB. He said fears about undermining ObamaCare markets are "overblown." His group is waiting to review the details of the order, which he said he expects to be issued on Thursday.
Yeah, allwing them to be screwed over by an employer that will make them unemployable unless they put themselves in a prone position is the libertarian idea of freedom.
Association Health Plans already exist, but Trump's order could allow them to expand and get around ObamaCare rules, creating plans that are only for healthy people.

This is disgusting! This would render most people I know virtually uninsurable and unemployable, including myself. And the ageism is off the charts! And people would avoid preventive healthcare out of fear.
