I was able to get some plastic tarpaulin and roofing nails, and put in for some

FEMA was professionalized under Clinton's administration, and they responded professionally.

A couple of years after Katrina, I read that someone did a series of interviews with long-time civil service employees and some of them actually wept over their agency's poor response to Hurricane Katrina under Brown and Bush.
