My uncle gets this look on his face at times, when he is telling you his misguided opinion that he believes, since it is HIS opinion, that it is ABSOLUTELY right. It is usually accompanied by a self righteous tone in his voice as he speaks to you like a foolish child should you fail to agree with him.
