It's fair to say Putinists aren't out of the running for being the perpetrators here.

How did they do damage control for this?

I wonder if the Russian people had to deal with the whole "Truth doesn't matter", "There are your facts and then there are my facts", "Well X said Y, but we all know X is wrong sometimes", "Everybody lies so I don't know what to think here", "We don't have all the facts yet", "Let's wait for all the information to come out first", changing stories over and over again, etc.
