it went from somewhere around 150 million registered in 2012 to around 200 million in 2016. However, actual votes cast only went up a very small amount over 2012.

So, it's not just getting people registered - it's getting them out to the polls.

How Obama, the President, was trying to influence the election. That he assured Obama that himself, and RW hate radio, and Fox News, would be 24/7 screaming at their audience how the Dems, including the President himself, were attempting to push some unproven accusations about Trump and Russia to affect the election.

So Obama, along with the DNC, and Hillary's campaign no doubt, decided that it wasn't worth it to tell the public even if it was true. So technically you are right, he made the decision, but it was only because the took Mitch's threat seriously, and did not want to upend the applecart when Hillary was cruising to victory. And I assume the plans were to look into it after Hillary was safely in office. It was a big gamble that never paid off. In hindsight, the Dems should have started to talk and talk loudly about this a full year before the election.
