YouTube has many accounts on its site that has robotic voices. Most of those read different stories of the day from reputable sources- I don't believe this one is real b/c I looked up the latest news on NK and nothing about an earthquake or seismic activity has popped up on Google/Twitter.

I do recall TV reports of an earthquake in that area (near the Chinese border)
and speculation that it was caused by a nuclear test.
